Due to the unforeseen discontinuation of the Permacel 99 tape used in the ASTM D3359 Measuring Adhesion by Tape Test, the industry is forced to find a replacement tape for this method. ASTM will begin testing to qualify a tape “suitable” to be used in place of the Permacel 99. One of the tapes ASTM will be testing is the 8660 manufactured by Interpolymer Group. Because the testing will take time, we have asked some of our customers to do some testing of their own using the 8660. The findings from our customers so far have been favorable.
Therefore, the 8660 tape is what we, The Paul N.Gardner Company, will be selling in place of the Permacel tape until the ASTM testing is complete. Although we have found the 8660 tape to be “suitable” for this test, users should report in their documentation any differences in the results of their testing compared to past results. The Crosshatch Paint Adhesion Test Kit (P.A.T.) produced by Gardco is a visual adhesion test used for evaluating adhesion by cutting the paint or coating into small squares, thereby reducing lateral bonding. The adhesion test kit for paint and coatings contains all of the tools and materials needed, except for the multi-tooth cutter blade, for conducting adhesion tests on paints applied to a flat, uniform surface in accordance with ASTM Test Method D3359, method B and DIN Standard No. 53151. The multi-tooth cutter blade is furnished separately to permit choice among the various available designs.
Equivalent Tape for ASTM D 3359 Cross Cut Adhesion Test
Elcometer announced the launch of its Elcometer 99 tape as a replacement for the Permacel P99 tape that is used in accordance with ASTM D 3359 – the cross cut adhesion test method for measuring adhesion using the tape test.
Following independent testing of the Elcometer 99 tape versus rolls of Permacel P99 tape (both within and outside of the tape’s expiration date) and another two possible alternate tapes proposed by the ASTM D01.23 Sub-Committee responsible for the D 3359 Standard test method, the Elcometer 99 Tape, unlike the others tested, has been proven to be a very close equivalent to the Permacel P99 tape, which was withdrawn from production by the manufacturer in mid 2009.
The independent testing also identified how the Permacel P99 tape’s adhesive properties change when used outside its expiration date. It is clear that as Permacel P99 adhesive tape has a 12-month shelf life – making any remaining tape valid until July 2010 – finding a replacement tape was urgently required in order to maintain this important adhesion test.
Elcometer commissioned a tape manufacturer to make a close equivalent to the Permacel P99 tape, and the Elcometer 99 tape was produced.
The testing was carried out using samples of Permacel P99 tape taken from a roll of tape that has a shelf life that expires in July 2010 and a roll of tape that had already expired. The two other tapes in the trial had been proposed as alternatives to the Permacel P99 tape and were the Scapa 8010-B tape and the Intertape LA-26 tape. The samples of these tapes were taken from rolls that were within their shelf life. Both of these tapes are established products for uses other than adhesion testing but were said by the suppliers to be near equivalents to the Permacel P99 tape.
The independent test results in Table 1 clearly show that on average the Elcometer 99 tape has a peel adhesion strength that is within 4% of the average peel strength of the Permacel P99 tape.
The alternative tapes are 67.8% higher and 21.4% lower than the average for the Permacel P99 tape, making the Elcometer 99 tape the closest match for the tapes that were tested.

If you are a user of ASTM D3359, then you are most likely already familiar with the Permacel P-99 tape. It was the only tape listed in the standard as being reported to be suitable for the purposes of the standard. Unfortunately, Permacel discontinued the manufacture of P-99, leaving users of the D3359 wondering how they can maintain some level of consistency and continuity in their testing processes.
As respected members of the adhesion testing community, and as ASTM members ourselves, we at SEMicro undertook the challenge of finding possible alternatives.
What we found was surprising!
There really is no “off the shelf” tape like the P-99.
The next closest tapes had an adhesive strength substantially higher or lower than the P-99.
The use of one of these tapes as a substitute for the P-99 would often result in a different classification rating when compared to results with P-99.
This explains why ASTM had only listed Permacel P-99 in the footnotes. No other product had been reported to provide consistent and reliable results. At that point, we approached our formulator to examine the components of the P-99 – the adhesive, the backing, etc. We challenged them to develop a product that we could say was a direct replacement for Permacel P-99 so we could provide users of D3359 with a seamless transition from testing with P-99 to testing post-P-99. We have no doubt you’ll agree that we succeeded!
